Birthright L31 , I think, are just random drops. My Refer a Friend link here. No mainhand kit at Illum main base. I'll try Black Hole later, but it's strange - there is Birthright parts of the armor, but no main hand? I think you get a mainhand from chapter one completion reward. That being said, I have got these from crew skill missions, drops from enemies on makeb I think, maybe illum, but definitely later planets.
And then that being said, I went though the trouble of purchasing and gathering a complete set for one of my alts only to find they are much more expensive, no better, and worse looking matter of opinion than legacy gear you can get from rep vendors on makeb, oricon, and other places that are all legacy bound so you can swap them between alts and usable at level 1.

And you can purchase them with Daily Commendations ya get those from doing Daily Quests on Belsavis, Corellia, and Illum after you finish your class story -- ie.
I am sure there are other ways, but I haven't really gotten into the legacy gear yet. I think you get them in exchange for level 50 daily commendations, and fleet commendations.
